Your introduction is the first thing your reader will see, so you should spend extra time market-testing its effectiveness. While the instinct is to ask your test audience to evaluate whether your introduction is good or bad, it's often more advantageous to ask them to withhold judgment. Instead ask them to read your introduction and explain what they expect the rest of the paper will be about based on their reading. If they are way off, you know you have some misalignment between the expectations your introduction sets and what your paper will deliver.
